Failure

When the ACA is repealed, it can be declared a failure, since repealing the ACA will require a Republican president and Republican majorities in the House and Senate. Until that environment is created, the rollout problems that currently exist will be gradually corrected, so it's premature to declare the war is lost because of the outcome of the first skirmish.

Americans still remember the clusterfuck that resulted the last time Republicans were allowed to run the entire federal government, and a lot of computer glitches can be fixed before voters make that mistake again. That's what has the Teeps pissing blood today.
