Added 12:54 pm: On the other hand, there's this life-affirming report. We're Texas, we have values, and our elected officials know what's really important.
Judging by the amount of water on driveways and sidewalks and in the street, some Texans seem to think you can grow concrete and asphalt using lawn sprinklers.
