Putin > Manafort > Pence

Manafort worked for Putin before he worked for Donnie Dickwad, and Putin probably made sure that Manafort had a significant role in Donnie's 2016 campaign. Then Manafort chooses Pence to fill the VP slot. As far as I'm concerned, there's credible linkage from Putin to Manfort to Pence, and it needs to be thoroughly examined under a microscope, preferably one in Mueller's lab.
